January Spain is closed Spain. Most museums and beach towns shut. Skip it unless you specifically want Madrid in winter.

If you go only for La Tomatina, no. It is one chaotic hour. If La Tomatina is the excuse for a 7 to 10 day Spain trip across Valencia, Madrid, and Barcelona or southern Andalusia, then it is a great anchor event. The OJ Spain trip is built this way: La Tomatina as the centerpiece, but you also see Madrid, Toledo, and the coastal towns.
January and early February. Most beach destinations are closed. Andalusia is still beautiful but the days are short and many museums have reduced hours. If you must go in winter, stay in Madrid where the city is fully alive year round.
Minimum 7 to do justice to Madrid and one other region (Andalusia OR Barcelona, not both). 10 days lets you cover Madrid, Barcelona, and one Andalusian city. 14 days for a comprehensive sweep including the north (Bilbao, San Sebastian).
